The European Food Safety Authority (EFSA) is temporarily located in Brussels. The final location is settled since summer 2004 in Parma. The EFSA's constitution started early 2002; at the beginning of July 2002, the council of agriculture Ministers nominated EFSA's Board members. One year later, two major Executive have been appointed. In September 2003, there were 40 staffmember at EFSA. The number of staffmembers is growing quickly as the Agency develops its activities.
Chapter III of the Regulation 178/2002 settles the tasks and competences of EFSA.
